SCOTIA, N.Y. (AP) — Authorities say a shackled burglary suspect managed to escape custody by climbing out an unlocked bathroom window at the headquarters of an upstate New York police department.
Police in the Schenectady County village of Scotia say the 22-year-old man was only on the loose for a few minutes Wednesday morning before being recaptured just three blocks from the station.
Police tell The Daily Gazette of Schenectady that he was allowed to use the restroom without handcuffs but his legs were shackled when he climbed out the window while an officer stood guard outside the door.
When the officer opened the door to check on Ballard, he saw the suspect running away.
Chief Peter Frisoni called the incident “unacceptable” and vowed changes would be made.
