DICKINSON, N.Y. (NEWS10) – The New York State Police arrested a Binghamton man for allegedly sexually abusing a client at a developmental center.
Police received a report in July 2015 of sexual abuse by an employee at the Broome Developmental Center (O.P.W.D.D.) on Glendale Drive in the Town of Dickinson. An investigation determined the employee, Noel Smith, had sexually abused an adult client.
The 21-year old was charged with Endangering the Welfare of an Incompetent or Physically Disabled Person in the Second Degree and Sexual Abuse in the Second Degree.
Smith is scheduled to reappear in the Town of Dickinson Court on August 4.
