PLATTSBURGH, N.Y. (NEWS10) – Gene Palmer is free on bail this morning, following his arraignment in Plattsburgh City Court.

Palmer waived his right to a preliminary hearing and requested the case be transferred to County Court. The case will now be presented to a grand jury.

He’s charged with promoting prison contraband, tampering with physical evidence and official misconduct. Officials say Palmer gave one of the escapee’s tools to fix electrical breakers in the catwalk area behind their cells, and smuggled tools in through meat given to him by prison tailor, Joyce Mitchell.

Palmer’s former attorney says he did not know the tools were in the meat.
