Man accused of impersonating Troy Officer at local pool

TROY, N.Y. – A man is accused of impersonating a Troy Police Officer at the South Troy Pool.


According to authorities, the man allegedly identified himself to workers and patrons of the pool as a Troy Police Officer. Witnesses told police that he displayed a police badge, but did it quickly so that it could not be read. That is when employees became suspicious.

Troy Police Officers arrived to the pool and witnesses identified the man. 

An investigation revealed that the Ross Congeni, 52, had allegedly been lying about his identity and was also in possession of a stolen police badge out of Patterson, N.J. Police say the man also had a handcuff key with him. 

Officers arrested the man and charged him with criminal impersonation in the first degree and criminal possession of stolen property in the fifth degree.
