New program sends flags flown at half-staff to family members

ALBANY, N.Y. – A new program is being established in honor of local fallen soldier Lieutenant Colonel Todd Clark.

The Lieutenant Colonel Todd Clark Memorial Flag Presentment Program makes it so that flags flown at half-staff in memorial of the death of a military service member will be given to the member's next of kin.

Currently, flags flown at half-staff are retired, but families must pay for them.

Local Assembly members Patricia Fahy, John Mcdonald, and Phil Steck sponsored the program and say not cost the state any additional funds.

Lt.
Colonel Clark was a 17-year veteran serving in the United States Army, who
after multiple combat tours in the Middle East, was recently killed in service
to the nation. Clark, who grew up locally, was a Class of 1990 graduate of
Christian Brothers Academy and graduated from Texas A&M before entering
military service.
