Congressional aides say Governor Eliot Spitzer has decided to abandon his plan to issue driver's licenses to illegal immigrants.
Officials familiar with the decision tell The Associated Press that Spitzer will meet Wednesday morning with New York's Congressional Delegation. Many of them have openly opposed the program, and debate over the issue has spilled over into the presidential campaign of New York's junior Senator, Hillary Rodham Clinton.
The aides, who spoke on condition of anonymity because no formal announcement has been made, say that after the meeting, Spitzer will say he is shelving the plan and that immigration is a federal issue to be handled by Washington.
